Photo confusion

I tried uploading photos from our trip in July. It comes up and error and said Ineed to contact the administrator. Who is the admin and how do I get in touch with him/her?

An explanation of what you're doing would help as well...the error message, too.

One mistake I had made was I had my privacy setting on private and could not understand why no one could see them when I attached them to a post. I had to change the setting to public.
