Tipping question

I believe I asked this quite some time ago, but don't think I ever got an answer. I know that tipping of Couples employees is prohibited, but what about the the gentleman who provides the materials for jewelry making? I believe he's an outside vendor, not a Couples employee. Would tipping be customary in this case?

If he's not a Couples employee, then it's fine to tip, and I'm sure it will be appreciated. :O)

The vendors that come in for the various extracurricular events are not Couples employees. Also, you can tell any Couples employee because they're wearing a Couples uniform....
